Development Stage Company - is used to describe a stage that a company is in when it is basically in research and development.  It applies not just to biotech companies but also to technology companies, mining companies and and even manufacturing companies. It also classifies companies as not necessarily having any revenues.  Some companies can be in a development stage for years without generating any revenues, or minimal revenues.
